Project Description

The Town of Kill Devil Hills, located on the Outer Banks of North Carolina, initiated a comprehensive planning process in late 2019.  This plan was intended to update the Town’s existing plan to current NC Division of Coastal Management CAMA 7B planning guidelines, as well as establish a foundation for updating the Town’s existing land development regulations. The Town of Kill Devil Hills serves as the hub for the Outer Banks. Located just north of the Town of Nags Head, the Town maintains a majority of the region’s workforce housing, as well as a substantial concentration of both commercial and service-based industry. This planning effort focused on balancing the issue of maintaining a housing stock that is accessible to the workforce, while also planning for the long-range needs required to serve a booming tourism industry.  The Kill Devil Hills CAMA Land Use Plan will guide the Town over the next 25 years in relation to land development decisions and infrastructure expansion.
